Hong Dain aka Honglang used to be a noble woman. She served as a policewoman who worked under Chief Royal Secretary Jang Tae-Seung. She served as an eye and ear for the government to catch the corrupted public officers.

Sung Yi-Gyeom who placed first in the state examination and he worked at the Hongmungwan. Sung Yi-Gyeom was caught gambling by Chief Royal Secretary Jang Tae-Seung. As punishment, he is assigned to work as a secret royal inspector. His job is to eradicate illegal acts and corruption by public officers. He carries out his new job with the help of Hong Da-In and Park Chun-Sam (his servant).

Meanwhile, Sung Yi-Beom is Sung Yi-Gyeom’s younger stepbrother. His father is a nobleman, but his mother is a slave. Due to his mother's low social status, his father does not accept him as his real son and he is barred from having certain opportunities. Sung Yi-Gyeom and Sung Yi-Beom used to have close relationship with one another. They were apart after Sung Yi-Gyeom came back from Hanyang after completing his study. He saw Sung Yi-Beom and Kang Soon-Ae have been chased by the officer. Kang Soon-Ae has been attacked by an arrow. Sung Yi-Gyeom did not know why they has been chased, but he stopped the officer from chasing them. Sung Yi-Gyeom heard the rumour whereby Kang Soon-Ae has seduced Sung Yi-Beom and therefore, they have been chased by the government.

After completing their first mission, the King promoted Sung Yi-Gyeom. Hong Dain met Chief Royal Secretary Jang Tae-Seung. She believed that her father has been wrongly accused. She wanted to investigated the death of her father. Chief Royal Secretary Jang Tae-Seung decided to send other secret royal agent for the next mission. Hong Dain offered Chief Royal Secretary Jang Tae-Seung to allowed her to join the mission.

Chief State Councilor Kim Byeong-Geun was the one who mining the gold illegally. Since his plan failed, he instructed his men to kill the witness and culprit. Chief Royal Secretary Jang Tae-Seung suspected that it was the doing of Chief State Councilor Kim Byeong-Geun. Chief State Councilor Kim Byeong-Geun also kept his eye on Chief Royal Secretary Jang Tae-Seung who managed the royal secret agent.

Hong Dain also tried to persuade Sung Yi-Gyeom to take the royal secret agent role again because he was someone that she could depend on. Initially, Sung Yi-Gyeom refused to take up the role. However, when he saw the notice about the bandit who steal the wealth of the noble people and give them to the poor. The head of bandit looked like his stepbrother. He changed his mind and decided to tell Chief Royal Secretary Jang Tae-Seung about his thought. He accepted the mission and allowed Hong Dain to join.

Sung Yi-Beom initially wanted to robe the casino in the town. He met Sung Yi-Gyeom and Hong Dain there. The magistrate has grudge towards Hong Dain whom once captured him for his wrongdoings. Sung Yi-Gyeom rescued Sung Yi-Gyeom and Hong Dain from the magistrate. Sung Yi-Gyeom and Hong Dain also discovered that Lord Lee’s family has been murdered. At first, Sung Yi-Gyeom thought that it was done by Sung Yi-Beom. However, Sung Yi-Beom assured him that he did not kill people. He also told his brother that Ms Sunae passed away. Sung Yi-Gyeom was upset over Ms Sunae death.

Sung Yi-Beom’s men told Ms Sunae that Sung Yi-Beom had met his brother, Sung Yi-Gyeom. Ms Sunae went to the town to look for him. Seo Yong followed the royal secret agent all the way to the destination. He reported to Chief State Councilor Kim Byeong-Geun that Sung Yi-Gyeom. neglected his duty and enjoyed himself at the casino. Chief State Councilor Kim Byeong-Geun presented the issue to the King. Chief Royal Secretary Jang Tae-Seung requested the King to send Choi Do-Gwan to monitor Sung Yi-Gyeom. Hong Dain managed to steal the ledger from the casino and handled it to Sung Yi-Gyeom. On the other hand, Sung Yi-Gyeom stole the money from the magistrate and hide them in the secret place. Then, Sung Yi-Gyeom also managed to make the magistrate to split out the truth about the death of Lord Lee’s family. He then handled the magistrate and the ledger as well as the money to the government.

As Park Chun-Sam told Ms Sunae that Sung Yi-Gyeom was a royal secret agent, Ms Sunae decided to leave him. she went back to Sung Yi-Beom. Sung Yi-Beom found Ms Sunae missing. He quickly went out to look for her. He saved her from being insulted by a man. Sung Yi-Beom decided to stop being a robbery. He disbanded his team and moved to another place.

Sung Yi-Gyeom, Park Chun-Sam and Hong Dain went to another town. They rested at herb gardener house. Sung Yi-Gyeom was sick. He accidently drank opium poppies. Gwi-Seon requested them to send some herb to her cousin in the town. Sung Yi-Gyeom, Park Chun-Sam and Hong Dain went to her cousin and realized that her cousin has been murdered. Sung Yi-Gyeom noticed that the magistrate was not really care about the case. He decided to introduce himself as a royal secret agent. The magistrate offered them to stay at his guest room. Park Chun-Sam informed Gwi-Seon about the death of her cousin and returned the herbs back to her. While they were investigating the case, Gwi-Seon was murdered. Sung Yi-Gyeom started to investigate the death of Gwi-Seon. They accidentally found Kim Dae-Gwang searching something at her house. They tried to interrogate him. However, they released him due to lack of evident. Sung Yi-Gyeom asked Park Chun-Sam to follow Kim Dae-Gwang. Unfortunately, he has been discovered by Kim Dae-Gwang. Park Chun-Sam managed to find the mask maker where Kim Dae-Gwang asked the mask maker to make one. Park Chun-Sam told Sung Yi-Gyeom and Hong Dain that they will wear the mask to attend a special banquet and invited the courtesan to join them. Sung Yi-Gyeom and Hong Dain also found out that Kim Dae-Gwang was addicted to opium poppies.

Sung Yi-Beom, Man-Deok and Ms Sunae came to the herb gardener house. They thought that the owner has went out for collecting the herbs. Sung Yi-Beom went to the town to buy some food whereas Man-Deok and Ms Sunae stayed at the house. Jeong Mun-Ho and Park Wu-Min kidnapped Ms Sunae. When Sung Yi-Beom came back, he stunned. He went out to look for Ms Sunae. Sung Yi-Beom captured Park Wu-Min’s family and forced them to reveal their son’s whereabout. They told him the location.

Sung Yi-Gyeom and Hong Dain met the head of the courtesan and found out that they send women to attend the banquet. They believed that they will consume opium poppies and also earn money. Sung Yi-Gyeom, Park Chun-Sam and Hong Dain pretended to be courtesan to attend the banquet. They managed to catch all the scholar who was involved in opium poppies. Sung Yi-Beom was surprised to see Sung Yi-Gyeom and Hong Dain was at the courtesan house. Park Chun-Sam told Sung Yi-Beom that Ms Sunae has been captured.

Someone reported that Kim Dae-Gwang has been murdered. Hong Dain found something strange about the case. She discovered the Kim Dae-Gwang’s death was not being hanged on the tree. Hong Dain decided to strict Jeong Mun-Ho and Park Wu-Min so that they can reveal who was behind the black mask. The magistrate kidnapped Ms Sunae and Sung Yi-Gyeom. He also tried to captured Sung Yi-Gyeom. Sung Yi-Beom warned the officer not to hurt the royal secret agent entourage which might get punishment from the King. Ms Sunae and Sung Yi-Gyeom have been rescued from the magistrate. Sung Yi-Gyeom handled them to the government for punishment.

Sung Yi-Beom and Ms Sunae refused to tell him about the truth in the past. Ms Sunae lied to Sung Yi-Gyeom she has become Sung Yi-Beom’s woman. In fact, Sung Yi-Beom rescued Ms Sunae from the magistrate due to her religion was catholic. In Joseon, they are against catholic. They apart to different ways.

Sung Yi-Gyeom continued his second mission. He headed to Jeonju Province to find out the truth about Prince Hwiyeong’s death. Hong Dain was Prince Hwiyeong’s daughter. 3 of them helped the captain from being attacked by the bandit. In order to express their gratitude, they gave them a bag of rice. When Sung Yi-Gyeom and Park Chun-Sam and Hong Dain having their meal, they realized that the price of the rice was really high. The captain also mentioned that they sent the rice to the temple as an offering to cure the Governor Kim Myeong-Se’s skin disease.

Governor Kim Myeong-Se’s hired a book reader to read a book for him. Hong Dain took this advantage to get nearer to him. She tried to trick him to split out the truth about her father’s death. Unfortunately, Governor Kim Myeong-Se was angry towards her and locked her up.

Sung Yi-Gyeom prevented Hong Dain to involve in this case due to personal feeling. Sung Yi-Gyeom and Park Chun-Sam discovered the reason why the price of the rice hike. Bae Moo-Ryong and captain sell the rice to 3^rd party rather than contribute them to the Buddhist temple. Sung Yi-Gyeom revealed the matter to Governor Kim Myeong-Se. They accidentally saw the officer locked up Hong Dain. Sung Yi-Gyeom decided to act fast.

Chief State Councilor Kim Byeong-Geun ordered Seo Yong to sneak into Chief Royal Secretary Jang Tae-Seung’s house to look for his weakness. Seo Yong discovered a thing that was belongs to Prince Hwiyeong. Chief State Councilor Kim Byeong-Geun presented it to the King and accused Chief Royal Secretary Jang Tae-Seung for hiding a traitor’s follower. They also pressured the King to remove Chief Royal Secretary Jang Tae-Seung and also called the secret agent back to the palace.

Kim Man-Hee came to the town to meet Governor Kim Myeong-Se. Just before Sung Yi-Gyeom executed his command, his power has been taken back from Kim Man-Hee. Kim Man-Hee threatened Governor Kim Myeong-Se to keep the secret. However, Governor Kim Myeong-Se wanted to reveal it. He was in pain to see Prince Hwiyeong being murdered. He kept the evident inside the Buddha and passed it to his subordinate to keep it in the temple.

The next day, Kim Man-Hee brought Sung Yi-Gyeom to the mountain. He then asked Seo Yong to kill Sung Yi-Gyeom and also steal the evident from Governor Kim Myeong-Se. With the help of Park Chun-Sam and Lord Choi, Sung Yi-Gyeom was saved. However, Seo Yong managed to escape. Three of them rescued Hong Dain from being beheaded. Hong Dain also revealed that she was the daughter of Prince Hwiyeong. They kidnapped Governor Kim Myeong-Se and threatened to kill him. He told them that the evident of Prince Hwiyeong was not a traitor was hide with the rice offering. At night, Seo Yong killed Governor Kim Myeong-Se before he managed to find the evident too.

The rice offering has been robbed by Sung Yi-Beom’s gang. Sung Yi-Gyeom told his brother to find the important evident for him. other than rice, they also found a Buddha statute. The head of robbery refused to let Sung Yi-Beom in charge of the rice offering. He let the merchant to examinate the Buddha statute. But the merchant refused to buy it. Sung Yi-Gyeom and Hong Dain overheard their conversation. They decided to pretend as a merchant to make a deal with the head of robbery.  Seo Yong attacked the robbery and also followed Sung Yi-Beom who stole the Buddha statute for Sung Yi-Gyeom. The head of robbery passed the evident to Sung Yi-Gyeom, believed that he will make a different for their country.

After Sung Yi-Beom and the head of robbery left the area, Seo Yong attacked Sung Yi-Gyeom.  Park Chun-Sam and Hong Dain hit Seo Young and seek help from Sung Yi-Beom and the head of robbery to treat Sung Yi-Gyeom. Sung Yi-Gyeom awake and took Seo Young back to the palace. He believed that Seo Young was the witness of the death of Prince Hwiyeong.

Sung Yi-Gyeom met the King and revealed the wrongdoing of Chief State Councilor Kim Byeong-Geun and his son and also cleared the name of Prince Hwiyeong. The King asked Chief Royal Secretary Jang Tae-Seung to find a good husband for Hogn Dain. Chief Royal Secretary Jang Tae-Seung asked Sung Yi-Gyeom opinion about her future husband. Sung Yi-Gyeom was surprised about it. Hong Dain being reinstated and lived in a palace. Hong Dain expressed her feeling towards Sung Yi-Gyeom. Sung Yi-Gyeom did the same as well.

The King received two different appeals from Jeonju province. The King decided to send Sung Yi-Gyeom to check the situation. Sung Yi-Gyeom told Hong Dain and Park Chun-Sam about it. Although they not really want to go the secret mission, they just follow him. Sung Yi-Gyeom made a promise to the villagers that he will make the world a better place.

The new governor, Byun Won-Young came to Jeonju province. He used to be a magistrate in Sung Yi-Gyeom’s hometown. Byun Won-Young found Ms Sunae and Sung Yi-Beom in the town. He tried to trace them down. They also kidnapped those women from potter village and sold them to slave market to make money. Byun Won-Young seek advice from Chief State Councilor Kim Byeong-Geun as how to make more money. Sung Yi-Beom saw Byun Won-Young bullied the people and played at the courtesan house. He told Ms Sunae to evocate the place as he will assassinate Byun Won-Young.

When Sung Yi-Gyeom, Hong Dain and Park Chun-Sam came to the town, they met Ms Sunae at the potter village. Ms Sunae told them about what happened in the town and also Sung Yi-Beom’s plan. Sung Yi-Gyeom looked for his brother. He stopped him when he tried to kill the governor. Byun Won-Young escaped. The leader of the robbery was dead. Sung Yi-Beom took over the leader position to gather more men to attack the government office.

Hong Dain saw Ms Sunae has been caught by the government. Then, Sung Yi-Gyeom caught one of the officers from the government office to ask questions. The officer told him about the slave market. Sung Yi-Gyeom, Hong Dain, Park Chun-Sam and Lord Choi pretended to be a rich man to buy all the slave in that market.  The officer told Byun Won-Young that the secret royal inspector has came to the town. He also told him that he went to the slave market. Byun Won-Young met Kim Byeong-Geun to ask about the secret royal inspector. Kim Byeong-Geun told him to ruin the deal between Sung Yi-Gyeom and the slave market owner. At the same time, caught them. Park Chun-Sam saw that Byun Won-Young came to meet the slave market owner. He quickly told Hong Dain and Lord Choi about it. They wanted to tell Sung Yi-Gyeom but it was too late. However, they managed to escape from Byun Won-Young.

Kim Byeong-Geun told Byun Won-Young to stop Sung Yi-Gyeom from gathering the station guard. They attacked him and took his horse plate. Byun Won-Young also kidnapped Ms Sunae in order to set trap for Sung Yi-Gyeom. He told Sung Yi-Gyeom the truth about what happened between Ms Sunae and his brother. Sung Yi-Gyeom realized that he misunderstood his brother. Captain released Sung Yi-Gyeom, Park Chun-Sam and Ms Sunae as he was ashamed to work with corrupted government. He decided to join hand with Sung Yi-Gyeom. Sung Yi-Gyeom quickly went to the station guard to capture Byun Won-Young.

Hong Dain and Lord Choi saw Chief State Councilor Kim Byeong-Geun and Byun Won-Young together. They knew that Sung Yi-Gyeom’s plan has failed. Hong Dain also found a letter which was to held a revolt towards the government. Hong Dain suggested Sung Yi-Gyeom to go to the slave market to rescued the people first. He agreed with the plan.  They rescued the people and headed towards the government office.

Sung Yi-Beom and his men attacked the government office last night. he has been tricked by Byun Won-Young. Sung Yi-Gyeom also faced the same issue. The guards surrounded them. The captain managed to convince the guard to put down their weapon and captured Kim Byeong-Geun and Byun Won-Young. Sung Yi-Beom protected Sung Yi-Gyeom from being attacked by Kim Byeong-Geun. Sung Yi-Gyeom asked Sung Yi-Beom to pretend to be dead in order to save their lives. Sung Yi-Gyeom then brought both Kim Byeong-Geun and Byun Won-Young back to the palace. The King punished both of them severely.

The King again sent Sung Yi-Gyeom to solve another case for impersonating secret royal agent. Sung Yi-Gyeom freed Park Chun-Sam from being his slave. He also told Park Chun-Sam and Hong Dain about his mission. Although both of them refused to follow him, they still came along with him.
